Soak the quinoa in water for at least 2 hrs. Preheat oven to 425 degrees. Drain, rinse, and add quinoa to food processor along with the baking powder, salt, spices, and ¼ cup water. Blend until it becomes a smooth paste. Line a pizza pan with parchment paper and spray over a thin layer of oil.
Pour quinoa onto parchment paper and spread into an even circle with a spatula. Bake for 15 minutes, flip crust over, then bake for another 10 minutes. Add pizza sauce, chicken, and arugula. Spoon over clumps of mozzarella. Put back in oven for 20 minutes or until cheese is melted and arugula is wilted.
